1. Who We Are and What This Policy Covers
Capital City L & J Inc., doing business as Capital City Loan & Jewelry ("we," "us"), operates pawnshops at four Sacramento-area locations and the website capitalcityloan.com.
This policy explains what personal information we collect through our website, and through texts and chats that start on our website, how we use it, and the choices you have. It does not cover in-store transactions such as pawn loans and purchases. Those are handled under the paperwork you receive in the store and the California laws that govern pawnbrokers and secondhand dealers (see Section 3).
2. Information We Collect
Depending on how you use our website, we may collect:
- Contact form: your name, phone number, email address, preferred store, subject, your message, and whether you agreed to receive text messages.
- Quick Estimator: whether you want to sell, pawn, or trade; the item category; your name, phone number, and email address; item details and the amount you’re hoping for; and any photos you upload.
- Chat and text messages: your name, mobile number, preferred store, and what you write to us.
- Spam protection: our forms use Google reCAPTCHA, which collects information about your device and how you interact with the page to tell people from bots.
- Automatically when you browse: information such as your IP address, browser and device type, pages visited, and how you reached our site. This is collected through cookies and similar tools run by us and our service providers, including Google Analytics, our website platform’s built-in analytics, our chat and messaging widgets, and embedded YouTube videos.
Please do not send government ID numbers, Social Security numbers, bank account numbers, or card numbers through our website forms or chat.
3. How We Use and Share Information
We use website information to respond to you, provide estimates, help you plan a store visit, operate and improve our website, keep our business and customers safe, and meet legal obligations.
We do not sell your personal information for money. Our website uses analytics and advertising-measurement tools from Google and our website provider. These tools may collect information about your visit through cookies, as described in Section 5 and in those providers’ privacy policies.
We share information in these situations:
- Service providers that host our website and run our forms, chat, text messaging, and analytics. These include Thryv, Inc. and Google. Their own handling of data is described in their privacy policies.
- Legal requirements and safety: to comply with law, a subpoena, a court order, or other legal process, or to protect our rights, our customers, or the public.
- Business transfer: if our business is sold or merged, information may transfer to the new owner, subject to this policy.
In-store transactions and law-enforcement reporting. Information you submit through our website for general questions or estimates is not ordinarily reported to law enforcement. When you complete a pawn or sale in one of our stores that is subject to California pawnbroker or secondhand dealer requirements, we collect and report the information required by applicable law, which may include reporting through the California Pawn and Secondhand Dealer System (CAPSS).
4. Text Messages and Email
When you text or chat with us first, we will reply to that conversation.
When you check the text-message box on our form, you agree to receive texts from us about your inquiry and customer care. Message frequency varies. Message and data rates may apply. Reply STOP to opt out or HELP for help. Agreeing to texts is not required to do business with us.
Promotional messages. We will send promotional texts only to people who have separately agreed to receive them through a clearly labeled consent. This privacy policy does not by itself give that consent. Any promotional email we send will include a way to unsubscribe.
We do not share your mobile number or text-message consent with third parties for their own marketing.
5. Cookies, Analytics, and Browser Signals
We and our service providers use cookies and similar technologies to operate the site, remember settings (for example, if you closed the chat greeting), and understand how visitors use the site through Google Analytics.
You can block or delete cookies in your browser settings. You can also opt out of Google Analytics using Google’s browser add-on, available at tools.google.com/dlpage/gaoptout.
Our website does not currently respond to browser "Do Not Track" signals.
6. Retention, Security, and Minors
Retention. We keep website submissions, photos, and messages only as long as reasonably needed to respond to you, provide any requested service, maintain business records, resolve disputes, and meet legal obligations. Our service providers may keep copies under their own retention practices. Records of in-store transactions are kept as California law requires.
Security. We use reasonable administrative, technical, and physical safeguards appropriate to our business. No website, email, or text-message transmission is completely secure.
Minors. Our website is not directed to anyone under 18, and we do not knowingly collect personal information from children.
7. Requests About Your Information
You may ask us what personal information we have about you from our website, or ask us to correct or delete it. Contact us using the details below and tell us what you are requesting. We may need to confirm your identity before acting. We will respond within a reasonable time.
We may not be able to delete information we are required by law to keep, such as records of pawn and purchase transactions, or information we need to complete a transaction you requested.
